Phase 1: Identify potential projects
First phase is to collect information about projects potentially eligible for an EU funding application. This first phase inclues:
- gathering information for potential projects
- analysis of proposed ideas for projects eligible for an EU funding application
- preparation of draft projects abstracts, draft serving as a basis for the decision-making process of the competent Ministry
Phase 2: Selection of one or more projects potentially eligible for EU funding
Second phase is to select one or more potentially eligible projects and to prepare the assembly of the corresponding CEF funding file. In concrete terms, this second phase includes:
- lobbying and first contacts with experts from the relevant bodies at regional, national and European level
- examination of drafts, updating of data and information available for a complete and detailed assembly of the CEF Community file
- estimate the chances of obtaining European funding
- valorization of selected projects with a view to obtaining European funding: suggestions and recommendations
- selection of one or more potentially eligible projects: suggestions and recommendations
- Preparation of the presentation file of the selected projects for submission to the Ministry concerned
Phase 3: Preparation of the EU funding application of the selected project (s)
Third phase is to prepare the EU funding application, which concretely includes the following services:
- description of the technical, financial and organizational aspects of the selected projects as provided for in the EU specifications
- lobbying (informal contacts with competent bodies at regional, national and European levels)
- accordingly, if necessary, update the EU application forms
- in case of identification of missing information, definition of the schedule to follow to complete this information
- Closure of the EU application file in accordance with the deadlines imposed by the European Commission
- sending the complete proposal (original version and electronic version according to the specifications) to the competent authority in Brussels
Phase 4: Monitoring of selected CEF projects and technical assistance
In the case of CEF financing, the fourth step is to monitor the completion of the selected EU funded projects, which concretely includes the following services:
- Reporting to the European authorities, in particular the Annual Report: ASR (Annual Status Reports) and Strategic Action Plan (SAP)
- where appropriate, update of the reports after agreement with the relevant European bodies
- lobbying (permanent and informal exchanges with the European authorities concerned)
- communication of the selected project (s) in accordance with the specifications: press releases, internet presence, social media
Phase 5: Project closure
Fifth phase is to complete the CEF projects selected from the European bodies concerned, which concretely includes the following services:
- submission of the final report to the European bodies concerned
- lobbying (permanent and informal exchanges with the European authorities concerned)
- communication of the selected project (s) in accordance with the specifications: press releases, internet presence, social media
- Support during the EU audit
