Connecting European Facilities (CEF) Military Mobility

The CEF Military Mobility Programme is a dedicated funding instrument under the Connecting Europe Facility (CEF). It aims to strengthen Europe’s transport infrastructure so that it can efficiently serve both civilian and military purposes, creating what is known as dual-use infrastructure.

The programme is a key component of the European Union’s efforts to improve security, defence readiness, and resilience. By enabling the rapid movement of military personnel and equipment across Europe while simultaneously benefiting civilian transport, the programme supports both the EU’s security objectives and the functioning of the internal market.

Objectives

The CEF Military Mobility Programme pursues several strategic objectives:

  • Improve the rapid movement of military personnel, equipment, and supplies across the European Union.
  • Upgrade transport infrastructure to meet military technical requirements while maintaining its civilian function.
  • Increase the resilience of critical transport networks against crises, natural disasters, and security threats.

The programme finances infrastructure projects that generate clear benefits for both civilian and military users. Typical examples include:

  • Reinforcement of bridges to support heavy military vehicles.
  • Upgrading railway lines for heavy-load and oversized military transport.
  • Modernisation of seaports and inland ports to improve military logistics.
  • Improvements to airports capable of supporting strategic airlift operations.
  • Construction or expansion of multimodal freight terminals and logistics hubs.
  • Deployment of digital traffic management and transport information systems.
  • Feasibility studies, engineering designs, and preparatory activities for future infrastructure investments.
